BiographyDelegate and Senator. Born in Annapolis, Maryland. Carroll served as a Delegate to the Continental Congress (1776-1778). He was elected to the United States Senate in 1789 and again in 1791. He retired from the public sphere in 1801. At the time of Carroll's death he was the last surviving signer of the Declaration of Independence.
